Answer: No, You don't have to build a recipe for the proposal; however, building your recipes gives you a great opportunity to expand your portfolio and correctly price your designs!
Oftentimes, florists will opt to send an 'estimate' before building out any recipes. This contract may or may not include inspiration photos, descriptions, and quoted prices. It is by no means exact, but it gives the client an idea of what will be created and at what price point. Then, once the client signs/pays, the recipes are built and priced out.
Others will opt to do a little of both along the way. In all honesty, there is no right or wrong way, and as you continue to use Details, you will find the system that works best for you!
